Country Mission: “Implementing, Scoping and Training”
The mission is designed as a multi-purpose mission that will be conducted in partnership with UNDP Tunisia and various ministries of the Government of Tunisia. It shall enable the implementation of specific recommendations developed earlier; the undertaking of additional scoping; and the conducting of specialized training to promote transparency and accountability in the health sector.
Serving as a scoping mission on the opportunities and challenges arising in relation to similar action in the customs, municipalities and police sectors. Furthermore, it shall feature various awareness raising activities in a selected number of universities with the aim of engaging students on transparency and accountability issues.
In parallel, the mission shall include a specialized training for the Truth and Dignity Commission in Tunisia titled “towards a strategy for action against corruption under the former regime”, noting that the commission has four specific roles in relation to corruption, as part of its broader mandate on transitional justice.
These roles are to investigate and shed light on the past corruption system; based on the result of these investigations, formulate recommendations for reforms to prevent the perpetration in the future; select “emblematic” corruption cases to be transferred to the specialized judicial chambers for prosecution; and investigate individual corruption cases submitted by victims or authors to the “arbitrage and reconciliation committee”.
