PROVISIONAL ANNOTATED AGENDA OF THE STUDY VISIT TO INDONESIAN NATIONAL SINGLE WINDOW

Background
National single windows (NSWs) are powerful instruments for trade, transport facilitation and for promotion of foreign direct investment (FDIs) as evidenced by its operations in more than 80 countries in the world. Implementation of NSWs has been identified as a contemporaneous measure of development of trade, transport and investment as per the WTO Trade Facilitation Agreement.
Various definitions and versions of NSWs have been elaborated in accordance with the socio-economic environment and operational circumstances, level of development and policy objectives, and the trend has further accelerated around the middle of 2000s when effects of e-Commerce promise further push for more expeditious clearance of exports and imports. Jordan has started development of a Customs Single Window in order to reduce clearance time without compromising the control. Jordan Customs was appointed by the Prime Minister as the Lead Agency of Customs Single Window.
With support from UNDP since the middle of 2015, Jordan is considering the design and development of an integrated and comprehensive Jordan National Single Window (Jordan NSW) on the basis of international standards and good practices. This task enjoys the highest level of priority by ministries and national authorities in efforts to boost the competitiveness of Jordan products as well as to enhance logistics services. These are essential for Jordan in its major efforts to leverage on certain geographical positions and modernization of the framework of information processing and regulations.
From policy consultations and being conscious of new challenges in the strategic planning of development of so called “new generation Jordan NSW”, it is essential that Jordan acquires experiences of design and implementation of NSWs. In late March 2016, UNDP organized technical consultations with key agencies in charge of the Customs Single Window and experiences of Indonesian National Single Window (INSW) were presented, included a live demo. Representatives expressed clear interests of acquiring more knowledge on the INSW; and Jordan Customs Department requested UNDP to organize a study visit to Indonesia as part of works of the development of the Roadmap of Jordan NSW.
Objectives of the study mission
Objective 1: To acquire knowledge, empirical experiences of organization of works in the design and planning of a National Single Window, and to acquire information on the coordination mechanisms among agencies of Indonesian Government to effect the implementation .
Objective 2: To hold consultations with responsible authorities of Indonesia for exchange of experiences in assisting Jordan in technical design of Jordan NSW.
Objective 3: To observe operations of INSW in ports and in respective agencies and services to be offered by such integrated platform provide to the public.
Objective 4: To acquire information and knowledge on the development of the legal, regulatory and operational framework of Indonesia for application to Jordan.
Purpose of the mission
The mission constitutes the unique opportunity for senior policy makers of Jordan to acquire empirical experiences of INSW, which has been designed and developed by Indonesian experts in taking advantage of international knowledge, standards and practices. It has been strongly supported by the highest level of authority of the Government and was organized in partnership with the private sector.

Preparatory works for the mission:
The technical team of UNDP will work with senior managers of national authorities of Jordan, led by Jordan Customs, in the preparation of working documents for the mission. It is included, among others:
1. Lists of questions on legal requirements, functions and tasks of control, operations of the information processing system of a particular agency within the being-designed Jordan NSW (one list to be prepared by Jordan FDA, Jordan Standards and Metrology Organization, Veterinary and Phyto sanitary control agency, Jordan Customs, Department under Ministry of Trade in charge of issuing permits, licenses and Certificates of origin).
2. These lists should be communicated to the Indonesian authorities three weeks before the mission.
3. Presentations by Jordan on technical features of the being-design Jordan NSW.
4. Any plan of collaboration between Jordan authorities with those of Indonesia.
5. Draft template report of the mission of the Jordan delegation.
6. Evaluation form.
